You can shred them and deep fry them. The Chinese restaurants sell this as Crispy, deep fried seaweed.

hi, I eat the lower leaves of my cabbages ( hate to waste them). I remove the stalks and cut them really fine.
Another tip from the CCA (cut and come again) angle is to take the lower leaves off before they get too big, use them and wait for the plant to keep growing upwards.
Meanwhile, if you have pet rabbits, they'll love any cabbage leaves!
yes u can eat them thay can be choped up an add them to soups it is better than wasting them
Just a little tip, don't pull up the whole cabbage, cut it off at a thick part of the stem then cut a cross in the top. In a few weeks you will have 4 small cabbages to crop. This tip is from my Dad an old school gardener.

All parts of the cabbage are edible but can be tough and strong. Large leaves can be blanched in boiling water for a few mins then when tender can be used like vine leaves and stuffed with meat or rice mixtures and topped with cheese sauce and baked. Or shred thinly and stir fry in loive oil and garlic, mmm! Now where did I through those old cabbage leaves!
Also, because they have a stronger flavour, they can take a longer cooking time, and make an excellent substitute for Kale or Cavolo Nero, particularly in soups such as Caldo Verde or Minestre
If you mean the lower leaves of the cabbage head, then yes you can eat them, Thet may taste a little bitter though. there good for stuffing with things like minch and spicy chicken, Rice or just vegetables and beans if your a Veggie
Or just cut them up and toss them in some butter with lots of black pepper, and a Bearnaise sauce
Just basically treat them as normal cabbage leaves but bear in mind that they are more bitter so ajust your reciepe accordingly
