try rotavating where they are appearing
Perhaps you can request some helpers from the area and rotavate it by hand, you will soon get it done!
I would suggest some netting around the brasiccas.

Leave it be, although you can always turn it over if you wish, but not all the time. Kitchen scraps are great if you are making your own compost/fertiliser. Be careful of what you put in though like weeds etc. as it can ruin the process.
