Write to the council to get permission for people to grow on the land. Once it's been granted just find some people near by willing to grow on it and then it's done.

In response to My London flat backs on to a triangle of overgrown and unused garden - planning permission will never be granted for the site. Allotments would be the perfect solution. Any advice on how to go about trying to do this would be appreciated.
